Ensure there is adequate parking for newbuilds

Newbuild properties must have adequate parking for the people who will live in them.

Why the contribution is important

This is a rural county and it's not realistic to expect people to be able to live here comfortably without being to some extent dependent on having at least one car per household.

Agreed - and parking requirements should also take into account multiple types of vehicles including electric cars and secure bicycle and electric bikes parking.

It's not realistic for us to be a green and sustainable place if we're providing more than one car parking place per household - of course there are very rural parts of the county where people need their cars, (although I would argue they are only needed because public transport is so bad).
Maybe 1 space per household as a maximum, with alternatives considered too - electric vehicle charge points, car club spaces for pool cars etc.
